Torre talks expanded review, working with umps

His first year as Major League Baseball's executive vice president of
baseball operations in the books, Joe Torre touched on some of his office's
efforts and the changes the league could make going forward in a recent
interview with CBS Sports' James Brown.

Reviews of home runs are already doing their intended job, Torre said, but
it's possible that as soon as 2012, fair-or-foul calls on balls other than
home runs could be eligible for review as well.

"What we have in replay right now involving home runs and fair and foul home
runs, it works, it works," Torre told Brown. "You start thinking about fair
or foul on the lines, which could come as early as next year, you're dealing
with - suppose the ball is called foul, everybody stops running, and the
replay shows it's fair. Then where do we place the runners? There's a lot of
decisions to make, and I don't want umpires to think, 'If we always call it
fair, then we've done the safe thing.'"

Among the other issues Torre discussed were the relationships that players
and managers have with umpires. He knows there's room to grow, he's just not
sure how that growth is best achieved.

"I think, probably, I've spent the most time this first year of mine with
umpires," he said. "Umpires are my focus because as a manager I felt that
there was something that needed change, and it's the relationship, and I'm
still in the process of doing that.

"I know umpires feel that players don't think they care, and managers get
aggravated also, and I just ... My goal is to -- before next season -- is to
have them understand how each other tick. How I'm going to do that at this
point in time is unclear, but that is my goal, and they've all been apprised
of that."
