Effective June 1, 1999, the errata issued for the "free"
creatures ("When <this permanent> comes into play, if you
played it from your hand . . . .") applies to two additional
cards: Karmic Guide and Treachery.
Explanation of Banned and Restricted List
Standard
Mind Over Matter: R&D has been watching this card for
some time. It's another example of the power of
permanents that can untap other permanents. This card has
proven too effective when combined with card-drawing
effects and mana-generating effects such as those provided
by Stroke of Genius and Grim Monolith.
Extended
Time Spiral: Clearly, seven new cards for essentially no
mana is too good, and "High Tide" decks have begun
dominating the Extended format. Toward the end of the last
Magic: The Gathering Pro Tour Qualifier season, almost
all of the winning decks were either Spiral or anti-Spiral.
Magic R&D believes that banning this card will make the
Extended format more vibrant and varied again.
Urza Block
Gaea's Cradle, Serra's Sanctum, and Tolarian Academy:
These lands were all banned for the same reason: they can
all yield too much mana for too little cost. Given the
limited number of ways to deal with lands in this format,
R&D needed to remove these problem cards.
Voltaic Key: The cost to untap artifacts was just too low
on this card. Like the lands mentioned above, Voltaic Key
allowed too many decks to generate too much mana too
early in the game. Obviously, Grim Monolith was the
Key's primary target, but its interactions with other
artifacts, such as Phyrexian Colossus, were also
problematic.
Errata
The errata to Karmic Guide and Treachery ensures
consistency with the corrections for "free" creatures and
prevents similar potential abuses.
