死馬理論(Dead Horse Theory)

The tribal wisdom of the Dakota Indians, passed on from generation to
generation, says that, "When you discover that you are riding a dead horse,
the best strategy is to dismount."

達科他印第安人代代傳承的智慧告訴我們，「當你發現你正在騎著一匹死馬的時候，
最好的辦法就是直接下馬。」

However, in government, education, and in corporate Taiwan, more advanced
strategies are often employed, such as:

但是，對於政府、教育單位以及各台灣企業，其所使用的先進策略卻是如下：

1. Buying a stronger whip.
   買條更粗壯的鞭子

2. Changing riders.
   更換騎師

3. Appointing a committee to study the horse.
   指派一個委員會來研究這匹馬

4. Arranging to visit to other countries to see how other cultures ride dead
horses.
   參訪別的國家看他們如何騎死馬

5. Lowering the standards so that the dead horse can be included.
   降低標準讓這匹死馬能夠合格

6. Reclassifying the dead horse as 'living impaired'.
   將這匹死馬重新歸類為「生存受損」

7. Hiring outside contractors to ride the dead horse.
   雇用外聘人員來騎這匹死馬

8. Harnessing several dead horses together to increase speed.
   將數匹死馬套在一起提升速度

9. Providing additional funding and / or training to increase dead horse's
performance.
   提供資金和(或)訓練來提升死馬的效能

10. Doing a productivity study to see if lighter riders would improve the
dead horse's performance.
   做研究看是否較輕的騎師能夠提升死馬的效能

11. Declaring that as the dead horse does not have to be fed, it is less
costly, carries lower overheads and
therefore contributes substantially more to the bottom line of the economy
than do some other horses.
   宣稱死馬不需餵食，能夠降低成本與管理費用，比起其他馬匹更有經濟效益

12. Rewriting the expected performance requirements for all horses.
   修改所有馬匹所期望的效能需求
