1.Close line clipping: In the area extending three yards on either
side of the line of scrimmage from the normal tackle-to-tackle
positions, it will be illegal for an offensive lineman to block a
defensive player at or below the knees from behind. Previously,
it was legal to clip below the waist anywhere in this area.
Also, it is now illegal for a player to roll up the back of the legs of a defender
even if the initial contact is legal. Penalty: 15 yards. Reason for rule change:
Safety of defensive players.
2.Punting team voluntarily out of bounds: It will be illegal for a kicking team
player to go out of bounds on his own (without being contacted) during a punt.
Penalty: Five yards from previous spot. Reason for rule change:
Restriction to playing field affords potential to increase number of punt returns
and improve field position of the receivers.
3.Offensive blocking: An offensive blocker can initially thrust his arms
forward and contact an opponent outside the opponent's body frame.
But the blocker must then immediately bring his hands to the inside of
the body frame. If he does not, a penalty will be called.
Penalty: 10 yards. Reason for rule change: Promotes more pass protection.
