(1) 何謂租稅價格(tax price)?繪圖說明Lindahl均衡(Lindahl equilbrium),其是否為
穩定?欲達到穩定均衡,須滿足哪些條件?又是否符合公平負擔原則?
(2) 何謂中位數定理(the median voter theorem)?其能否解釋目前許多政府或社區常
常建設過多閒置公共建設(例如 「蚊子館-各地文化中心」、休閒中心...等等)的現象?
理由何在?宜如何解決?
2.(15%)試問:
(1)如何應用淨現在值準則(the net present value rule)及效益對成本比極大原則
(the benefit/cost ratio maximizing scale)以判斷是否建設公共建設可行性的基礎?
以何種準則完成的公共建設之規模較大?
(2)社會貼現率(social discount rule)與民間貼現率(private discount rule)有何差
異?試分別推導出下列情形下之社會貼現率(a)不考慮他人偏好影響時,犧牲自己目前一元消
費能獲取未來之利益；(b)社會所有成員都犧牲目前一元消費,能獲取本來社會之利益。

何謂競租行為(rent-seeking behavior)?假設某一商品市場的反需求曲線為:
P=600-2Q 式中P是商品單價,Q是商品數量。若廠商的邊際成本為MC=300,該市場由競
爭市場被一大廠獨占後.消費者團體與該獨占廠商談判結果,在P_b=300時達到定價協議。
試問:(1)社會的競租成本(rent-seeking cost)為若干?(2)社會的無謂損失(deadweight
loss)為若干?

(1)試繪圖說明課稅的超額負擔(excess burden)?補償變量(compensated variation,
CV)與相等變量(Equivalent Variation, EV)有何差異?
(2)所得分配呈現雙峰分配(bimodal distribution)型態,你(妳)是否贊成對奢侈品或精
品課徵較高的稅率或稅額?理由為何?
(3)應用一般均衡分析法繪圖討論,政府只對許多商品中的一種商品課稅,對社會福利水
準的影響。
