1.(15%)何謂福利經濟學第一定理(The First Fundamental Theorem of Welfare
Economics)、福利經濟學第二定理？是否同時兼顧討論經濟效率與公平．次佳理論
(Second Best Theory)的結論是否符合經濟效率？
2.(20%)若一條河流流域上游有一家工廠生產，將廢棄物排放入河流中，而在下游有
一戶漁民在河中捕魚銷售維生。若該工廠產品的邊際私人成本(marginal private cost,
MPC)及造成環境邊際損害(marginal damage,MD)分別為
MPC = 4 + 0.1 Q MD = 0.06 Q
式中Q為工廠的產量水準。又若該工廠產品的邊際效益(marginal benefit, MB)為
MB = 16 - 0.2Q。試求︰
(1)該工廠生產的私人最適產量及社會最識產量(socially optimal production)？
(2)若政府對工廠課徵定額稅(lump-sum tax)，稅額須訂為若干，才能達到社會最適
產量？
(3)若工廠主人擁有該河流流域的環境權，試問漁民應補償工廠主人或工廠主人應補償
漁民若干，才能使工廠生產達到社會最適產量水準？試求社會福利的無謂損失
(deadweight loss)或利得？
(4)若漁民擁有河流流域的環境權，試問漁民應補償工廠主人或工廠主人應補償漁民若
漁民若干，才能使工廠生產達到社會最適產量水準？試求社會福利的無謂損失或利得？
3.(10%)若一獨占廠商的生產發生汙染，面臨對其產品的市場需求曲線為
P = 20 - 0.2 Q，邊際收益曲線為 MR = 20 - 0.4Q，其邊際私人成本曲線
MPC = 5 + 0.1 Q。
試求︰
(1)私人最適產量及社會最適產量？
(2)以邊際成本定價時的產量水準？
(3)比較(1)與(2)的結果，求出社會福利無謂損失的增加或減少額？
4.(20%)Suppose that an economy consists of two people︰Ms.T and Mr.J. Their
marginal utility functions are given by︰ MUT = 500 - 3IT and MUJ = 700 - 2IJ,
where IT is Ms.T's income and IJ is Mr.J's income. There is atotal income of
I = 600 generated by the economy.
(1)Compute the optimal income distribution for the two people, assuming that
society values each person's utility equally,i.e. W = UT + UJ. Explain why
this income distribution is optimal.
(2)Draw a graph and identufy the welfare loss to society of an egalitarian(
均等主義)income distribution where Ms.T and Mr.J are each allocated income
of 300. Explain why an egalitarian income distribution is typically
non-optimal.
(3)Explain the assumption made in this type of analysis regarding the
relationship the income distribution and the total income in the economy.
(4)Compare a Utilitarian model of income redistribution and a Rawlsian model
of income redistribution. How can one increase the social welfare level from
these two models？Is it necessary that the slope of the expansion ray
connecting the corners of the Rawlsian social welfare funtion be 45 degrees？

5.(20%)試繪無異曲線圖比較分析政府提供人們(1)現金補助、(2)實物補助(in-kind
transfer)、(3)價格補貼(price subsidy)等措施，何者分別較能達到(1)政策目標、
(2)受補助者的效用最高、(3)若欲透過現金補助達到與價格補貼相同的政策目標，
須支出若干現金補助？
6.(15%)徐杭經濟社區只有A、B二人，假若二人都有2個小時可用，且都能生產麵包，另
須守衛社區的安全。若1小時能烤4塊麵包，守衛1小時可獲得1單位安全。若每人願以1單
位安全支付(交易)3塊麵包，A、B都須花1小時烤麵包，第2個小時才能選擇守衛或烤麵包
．試列出A、B二人的利益償付表(payoff table)及求出Nash均衡。
