The alliance between the Communists and the Nationalists was born of a
shared desperation and a shared hope. The desperation was over China’s
fragmented state, compounded by feuding militarists regimes and foreigners’
special privileges. The hope lay in drawing on the spirit, skills, and
intellectual powers of the Chinese people to create the strength necessary for
lasting reunification. Despite competing long-range goals and clashing
personalities, Communists and Nationalists could agree at least on the need to
attempt reunification of the country through a mixture of military force and
social reform. Working together in the southern city of Canton, they were able
to train a new military elite and form rural associations that would add
peasant numbers to the ranks of organized industrial workers.

To heighten that agricultural production and to prevent the re-emergence
of old social patterns in the countryside, the government launched a second,
more racial wave of land reform. The earlier program of partial land redis-
tribution, which had left the idea of private ownership intact, was now
replaced by a complete concentration of all agricultural land into large-scale
cooperatives of around 200 to 300 households each. Almost all of China's
peasants were enrolled in these cooperatives by the end of 1956, and Mao's
vision of a truly Socialist China seemed to have been advanced a major step.
