請問形成此衝突的理由為何？為什麼？

二、公共行政的法制意涵中，既有「公共行政就是管制（regulation）」
也有「公共行政就是賊(theft)」的矛盾說法。請用「一個」例子來說明，
並指出其中哪一部分屬於「管制」；哪一部分屬於「賊」
