"Pascal Lamy, director general of the World Trade Organization, said
further efforts are still needed from the US, the EU and developing
nations to reach an agreement on reducing agricultural and industrial
trade tariffs before the deadline set for April 30.
He said the US must accept further cuts of their agricultural subsidies,
while the EU must lower their agricultural import tariffs. And developing
countries, known as the G20, have to agree to lower their tariffs on imports
of industrial goods.
Nonetheless, Lamy said an agreement is still possible before april 30,
the deadline set by WTO members in December, which would allow enough
time to secure a definitive agreement before the current Doha round of
trade talks expires at the end of this year." (Forbes, April 10, 2006)
Please discuss the possibility of reaching an agreement before april 30.

barriers and what are the reasons why some counties are not willing to
follow the WTO principles to reach an agreement? What are those principles
