(3)For as long as democratic government have existed, there has been
ambivalence about political interest groups. On the one hand, democratic
theory is grounded in the idea that individuals can and should form
political interest groups to influence the selection of officials and to
promote public policies that serve their goals. On the other hand, the
press, the public, and even some governmental officials aer often heard
blaming a country's problem on "special interest," which are effective in
influencing government to enact policies that serve the interests of
special groups but are not in "the public interest."
