It makes no sense to say that a thicker, harder reed will make
better tone. YOu have to choose reeds that are suitable for you
to play. Both thick or thin reeds can make very beautiful tone,
depending on whether they fit the players or not.
I believe that there are a lot of excellent first-class
musicians using thin reeds.
The number of reeds is a "categorical" variable, not
having any 'ordinal' or 'good-bad' meaning.
