The problem with the tempo for you guys may have a simple
solution. (If my guess of your problem is correct.)
In the first piece "Chaconne" the woodwinds may be accelerating
in an uncontroled way for the 16th notes. In the 3rd piece the
brasses are rushing simply because they may not play every beat
"full count", i.e., every beat is played a little shorter than
its "true value".
Solution: EVERYONE turn on the metronome and play those passages
(alone) 5 times a day, after one week the problem may go away.
At first you may be amazed how seriously you were rushing (of course,
you may not).
It is really embarrassing to say "don't forget the metronome" while
discussing music. However, the use of metronome has to combine with
a "working brain". The "solution" above is not as plain as it looks,
you may change the rhythm or the tempo if there is problem with
your fingers, or just practice to play it in all reasonable tempo
to feel how tempo affects the music.
Of course one's brain has to keep working during a rehearsal even (s)he
practice the passages 5 days a day. People get stupid when they
do things together (a political statement!).
