我想...應該是因為這樣才能用虛主詞 it 寫成:
It is an extraordinary achievement "that" it cost us only 3 billion won
to finish building our headquarters.
如果把虛主詞 it 去掉，那就只好把真主詞"that~~ headquarters"調到前面去當主詞。
