推 benjaminliao:這裡的with不是與的意思 應翻成藉著的意思比較恰當
→ benjaminliao:而且sponsor這裡是被動態 所以是政府被投資
→ benjaminliao:也可以換句話 是藉著政府發行的貸款來refinancing
