the other是有限定的，限定在同一群組中剩餘的其他，
舉詞典中的例子：
She is brighter than all the other children in her class.
(她是班上的其中之一，班上其他人都沒她聰明。)
I chose this coat in the end because the other ones were all too expensive.
(我選的這件外套也在衣櫥裡，衣櫥裡的其他外套都太貴了)
而這題說包含「粗心的使用、非故意的誤用或其他顧客的疏忽」
一開始就沒為疏忽限定一個範圍，而且也不可能，
一開始只先列舉兩個，後來發現列舉不完了，
因為疏忽的情況千千百百種，這是一個開放性的情形而非限定在哪種疏忽範圍內，
只好用一個概括性的說法「other customer negligence」來表達...
另外一個不負責任的說法，我個人使用的話，
語感會驅使在用the other時，盡量使用可數名詞，
不可數用the other總覺得有些違和感...
