[題目] longman advance文法問題..介係詞

在做longman advance碰到下列問題
請高手幫我解答一下...>//<

正確答案是C,可是我選A
Ms.Stern在所有申請人中是最有經驗的
意思不是說.."從"所有申請人裡,她是最有經驗的...所以我選"from"
我知道..of有表一群人/事/物中的一部份 ex.this is one of his best poem.
所以在這裡用of..是表示在一大群申請人中,Ms.Stern為其中之ㄧ的意思嗎??

2.We regret that the plant will be closed_____ noon tomorrow.
 A.with
 B.in
 C.by
 D.from
正確答案是C,我選B
在了解語意是說..我們很抱歉工廠會在明天中午之前關閉
所以用by
可是如果想要說成..我們很抱歉 工廠會明天中午時候關閉的話
介係詞是要用in 還是根本就不用介係詞???

3.______terms of quality and service, our company surpasses the competition.
 A.In
 B.By
 C.From
 D.With
正確答案A..
In terms of 是固定用法嬤??
我查不到相關解釋><

4.They plan to reduce spending ______ one million dollars.

正確答案是B....完全不知道是為什麼
我第一個反應是spend後面有介係詞嬤??還是因為要表"差距"所以用by
不暸說...
