主動 則用 to + v

這題是airlines(航空公司)主動去取消flights(航班) 所以用主動
這題用被動可以改寫成:
The severe weather conditions
forced all flights to be canceled by the airlines.
你的問題應該是被airlines誤導
主動與被動不是單單看是不是人這樣
而是 誰當主動 誰當被動
