疑問：關於錢的介係詞都應該用by嗎? 還是視情況而定?

疑問：答案(D)renting，他只是假設語氣，承租商還沒承租，為什麼不用to rent
通常已經發生的用 Ving，尚未發生的就用to V，還是我記錯了?
