最近在作一份翻譯報告
關於京都議定書
其中一部分是在講議定書的"彈性機制"
the Kyoto Protocal set a number of policy tools
which are known as joint implementation(JI),
the clean development mechanism(CDM),
emissions trading(ET),
and "bubble" formation.
JI, CDM, ET三種機制我都有查到資料
但是文中的"bubble formation"部分
我卻查不到 照字面翻成"氣泡形成"也很奇怪
有種文不對題的感覺
另外資料後面又提到
the parties acting jointly mechanism allows a group of Annex I countries
to reach an agreement for a unified target that is identical in result
to aggregate targets of the participating countries. This option is
otherwise known as an emissions bubble.
文中的"emissions bubble"和上一段"bubble" formation有關嗎？
是指某種氣泡的形成還有排放嗎？
我實在百思不解到底文章中的"bubble"到底指的是什麼
請知道的版友爲我解答好嗎

Emission bubble是一個專有名詞
簡單說是規劃排放標準時，
針對某排放源（如某發電廠）的單一種污染物（如硫化物）
設定所容許的總體排放量。
對發電廠來說，他們可以自行決定要用那些方式併行
（換用高品質的煤、提昇技術、減低發電量等等），
只要讓總排放量不會超過標準即可。
對制定標準的人來說，
這個排放源每年會吐出固定量的污染物，就像一顆泡泡一樣，
沒辦法再切割，可以看成是一種「配額」或「排放權」的概念。
有的時候為了實際考量，可能會有好幾個排放源甚至國家願意一起合作減量，
其排放量共同用一個bubble代表，像是歐盟在京都議定書裡就是一個EU bubble
