德國動保人士日前寄來兩封信,請我代貼在網路上,兩信分別是代表總統府及
農委會的官方說法,當德國動保團體抗議台灣處理流浪狗問題的方式而頻頻去信
後,得到以下的敷衍,大至上是說我們的動保法已經送立法院審了,我們的農委會
已經採取了必要的步驟來管理流浪犬並促進其福祉,我們也早有人道處理的技術
云云....

Dear Mr. Khan-Nakhjavan,
On behalf of President Lee Teng-hu, I am writing to acknowledge recepit
of your recent letter, expressing your concern over the issue of stray
dogs and animal welfare in the Republic of China.
Noting the growing urgency and seriousness of the stray dog problem in
this country, our Council of Agriculture has taken necessary measures
in order to improve the management and welfare of stray dogs. Among
others, a serious symposiums regarding animal welfare and humane
treatment technology have taken place earlier this year, and the draft
of the Animal Welfare Act has been sent to the Legislature for approval.
Again, thank you for bringing this matter to our attention. With your
concern and valuable suggestion, we are confident that we will be able
to settle the current problem of stray dogs and eventually build this
country into an animal-friendly one.

Dear Sir,
Your letter of October 1, 1997 addressed to Mr. Tsai Tsung-Hshiung,
Environment Protection Administration, regarding treatment of stray
dogs in Taiwan has been referred to this Department Council of
Agriculture for reply.
Since stray dog management and animal welfare have become more and more
urgent problems in Taiwan, this Council is paying serious attention in
these issues. In this connection, this Department has conducted
programs governing management on raising dogs. There is not
large-scaled slaughter of stray dogs in Taiwan. The government just
urged the pet owners to have their dogs registered, spayed, and vaccinated
to decrease the number of strays. Moreover, we have proposed the Animal
Welfare Act to regulate animal importation, exportation and raising. Also, the o
wners have response to provide necessary medicine care and
protect their animals from maltreated, disturbed, harmed, or abandoned.
The draft of the Act has been sent to Legislative Yuan for review. It
is hoped that the animal welfare could be a sound issue not only in
agricultural policies but also in education promotion. It is believed
that under relevant Authorities' actions, Taiwan will move toward an
an animal welfare-friend country.
這段大抵是用還沒通過實施的動保法當擋劍牌,並否認五月間狂犬病恐慌下
農委會曾決定並確實屠殺了許多流浪狗,而下一段則是說虐待流浪狗只是極少數
的特例:
We understand your concern over the treatment of stray dogs in Taiwan.
Unfortuantely, some dogs were disposed in an indecent way, but we
believe that the cruelties to the animals are specially misconducted
cases. Your understanding in these cases will be highly appreciated.
We at this Council will see to it that all animals will be disposed
in a humane way. And we will continue to cooperate with related
insitutes to implement the projects about the building of animal-shelters
and management on raising dogs. However, if you have any suggestions
in this regard, please let us know.

其時我也不知道post這些信出來有什麼實質助益,也許只是抱著一種
讓更多關心流浪動物問題的人知道,您的一份力量非常重要,尤其在政府
無心處理這種貓狗小事的時候....
