國際保育團體、學生連署反對七股國際機場公投
由台南民間生態保育團體發起，抗議台南市政府欲就七股機場議題，與台灣
前途公投合併舉行一事。進行全國性團體串聯，由於消息經由全球資訊網路發
佈，目前獲得「美國國際黑面琵鷺救援聯盟」聲援與美國當地UC, Berkeley柏
克萊大學、Washington University華盛頓大學、U Oregon 俄勒岡大學、UCLA
洛杉磯大學、U Penn.費城大學、U of Michigan密西根大學、Columbia University
哥倫比亞大學等，七所知名大學關心此議題的三十多位學生連署。
「國際黑面琵鷺救援聯盟」執行委員侯志堅發表聲明指出，我們認為任何重
要工程計畫的公民投票必須先有建立在徹底及科學的環境影響評估基礎的公眾
討論上。七股海岸地區是瀕臨絕種黑面琵鷺在世界上最重要的棲息地，世界上
超過50%的黑面琵鷺每年在七股海岸過冬。我們反對這個會導致破壞台南海岸
生態並威脅到候鳥遷徙路線及其他生物棲息地的計畫。台南的海岸地區未來發
展必須在經濟發展策略及豐富的自然資源保護上做審慎選擇。支持參與連署同
學們表示，我們支持你們的連署活動，你們做得好！
負責連署串聯的「永續台灣文教基金會」執行長何宗勳表示，台南市政府與
台南市議會此次魯莽行動除了讓國內關心公投議題團體、人士忿慨不以已外。
同時也引起國際關心保育團體的關注。何宗勳指出，希望台南市政府任何重大
決議應尊重民意，在環保問題全球化同時，地球上任何一個國家的環保問題影
響所及都跟其他國家脫離不了關係。張燦鍙市長長期定居國外應深知此一道理
。民間團體期盼張市長應堅持競選期間提出永續經營理念，莫讓投機政客扭曲
了公投神聖的意義。

SAVE International supports the action to stop the currently
planned public referendum on the proposed Chiku International
Airport. We believe that any public referendum on major projects
requires sufficient public discussion based on a thorough and
scientific environmental impact assessment of the project. Chiku
coastal area is the most important habitat in the world for theend
angered black-faced spoonbill, with over 50% of the world population
of the bird wintering there every year. We are opposed to a project
that will result in major disruption of the coastal ecosystems in
Tainan and threaten the habitat as well as the flyway of the bird
and other important species. The future development of the coastal
area of Tainan requires careful study of alternative economic
development strategies and protection of its rich natural resources.
