你注意一下題目是在argue究竟「需不需要法律」來強制要求
各個公司企業提供員工parental-leave
亦或是「各個公司自己制訂政策」就可以了
題目主張不需要立法，只要公司自己決定就行了
要不然呢會削弱國家的經濟競爭力
現在要問你那個選項要是成真，最能反駁題目的結論
B 講的是說很多公司已經有自己制訂相關的parental leave的政策了
這根本就跟反不反駁題目的論點沒有關係不是嗎？只是一個事實的陳述
也沒有提到對於competitiveness的問題或是數據
所以答案當然就是C囉
