從教授的信來看，似乎不需要回絕他，或說不需要 decision。
因為就像你說的，自己做 decision 有點自作多情
他問你 status，你就答 status 就好了
例如你可以說
I have not received any updates about my application to V Tech yet.
Nevertheless, I was admitted to the ... program of UWM, and am
seriously considering the possibility of going there.
如果他還有下一封信說真的想收你的話再來拒絕就好了

: I am sorry for replying so late because I am currently in
: military service.
: Thank you very much for offering much valuable information
: about the theme of you and your lab.
: I really enjoy your interdisciplinary results
