兩個都不是
他是說通常只收碩士畢業生 但是特優學生(不一定指成績)也可以大學畢業即可
但是16 course phd candidates這裡有點含混不清
因為全文是
Admission Tests and Prerequisites
The candidate must complete or have completed the requirements for a
master’s degree in computer science or the equivalent. Unusually
well-qualified candidates may be accepted as 16-course PhD candidates
directly after earning the bachelor’s degree. Graduate Record Examination
(GRE) General Test results are required.
所以在這段講的candidate似乎是講說要申請博士班的人,而不是講博士候選人
但是如果你本身有碩士學位 就不會管這一段
