[問題] State Uni. of NY-Buffalo 財力證明的問題

小弟目前還在選校...Orz
但因為財力的問題
所以避開申請時就要繳財力證明的學校
但我在survey State University of New York - Buffalo的網站時有地方看不大懂
(Frequently Q&A的地方)

Q. I am applying for a PhD. Will my chances of admission be reduced if I
   cannot demonstrate financial support?

A. Admission to the PhD program is by merit only. Typically all students
   admitted to the doctorate program are supported by teaching or research
   assistantships or fellowships that provide stipend support and cover
   tuition costs.

請問A.第一句話的merit是指價值(錢)還是優勢(個人經歷)呢?
但這個回答似乎沒有明確指出是否要附上證明
還麻煩有經驗或知道的網友幫我解答一下
