i will paraphrase the sentence as i understand it, say,
It is a state of mind that is deserving to develop and...
It is a state of mind that is worthy of developing and...
It is a state of mind that is worth developing and...
It is a state of mind that is worthwhile to develop and...
It is a state of mind that is worth your while to develop and...
The latter two are slightly different in meaning, by emphasizing
it may take some time or trouble, but worth it.
(The first three are more talking about the value, how good, useful,
that "state of mind" can be.)

wor·thy
