這是GEPT中級閱讀教材文章中的句子
文章主題是在講Paricutin這座火山被發現的經過。
Paricutin is the most recent volcano to have formed in the Western Hemisphere.

這一句的意思我懂，但對於標示部份的文法有些疑問。
如果原句看成
... the most recent volcano to form → 最新形成的火山
改成 to have formed，是不是要表達「從之前到現在這段時間中，最新形成的火山」
才改成現在完成式呢？
或者是它的用法有其他的原因？
請老師們幫忙一起看一下囉，感謝 :)
