標題[國中] say和tell的差別

請問.......
The story _____ that Balder was dead because he was the thirteenth god.
選項有(A) talks (B) tells (C) speaks (D) says
答案是(B) tells
(A)和(C)知道是錯誤的答案
但大部分學生都選(D)
(D)的答案錯是為什麼呢? 除了可以說the sign says或the notice says之外
不能說the story says嗎? 還是主詞必須要是人?
字典上說say:Give information:to give information in the form of written
words, numbers or pictures - used about signs, clocks,
letters, messages etc:

可以看做是give information的話 這題是否就可以選says?
另外tell:Show something:to give information in ways other than talking

字典上的兩個解釋好像喔...
請問該怎麼跟學生解釋比較好呢?
