[國中] 請教一題文法題

A. where   b. who   c. what    d. whether

答案是c
可是想請問一下 可以用where嗎?

因為如果照翻譯來 好像where 也可以  文法上來說好像也是對的
可是照意思來說what 跟 where 又有點不一樣

所以請問各位老師 如果遇到這題 會怎樣解答?
