想請問版上的各位英文老師們

該怎麼解釋這個句子

By the time I reached the town of Dingne, the sun had already set.

我的疑問是為什麼by the time 之後不先接個when(複合關代代替前面by the time)

就可以直接接子句(I reached the town of Dingne)?
