It is windy and hot on Monday, means it's true always.
It was windy and hot on Monday, means it occurred once in the past.
Both are ok in a way, however, it's more often to use past tense than
present one, for most of the time, when we talk about something, that
something must have already happened.
We use present tense to state recurring facts, like sun rises, or truth.
