這兩句的不同是在於先行詞不一樣。
否則第一句話的"who"也可以代換成"that"，就無法解釋了。
動詞是不會跟關代配合，而是跟"先行詞"配合。
第一個句子的先行詞是students，因為先行詞是複數，所以用"have passed.."
第二個句子的先行詞是the only student，先行詞為單數，所以用"has passed.."
用中文翻譯來解釋也很清楚。
第一個句子：Tom是通過考試學生中的其中一個。（通過考試的人很多）
第二個句子：Tom是唯一通過考試的學生。（通過考試的只有Tom)
