[單字] 美國中小學的 "roll-out years"

有篇文章的內容，是關於舊金山的 Kintergarten to College 計劃，
也就是小孩進入幼稚園時就幫他們開一個大學儲蓄帳戶，
讓孩子和家長可以慢慢存錢到上大學為止，以提高孩子上大學的機會。

由於這是最近幾年開始實驗的計劃，
所以目前只有部分學校的小學一至三年級左右的學生有加入。

文章裡有個 FAQ 是：

Q: 我孩子的班級不在K2C計劃裡，他也會獲得K2C帳戶嗎？
A: Unfortunately at this time we do not have the capacity to open accounts
   for the benefit of students outside of our roll-out years.


請問，這裡的 roll-out years 是指什麼？？

（我查了又查卻毫無頭緒...）
