標題[問題] UNC-Chapel Hill 財務證明問題

想請問版友前輩們
UNC規定申請時需附財務證明
但是我看到系上網頁有附一段話
A current ESTIMATE of minimum expenses for one academic year (September
through May) is indicated on the certificate. Please note, however, that
annual North Carolina State mandated tuition increases often occur just prior
to registration. Many of our international applicants have very little or no
personal/family funds; they fill in $0 for personal and other funds with an
indication that they are applying for university funding.
最後三行的意思是說，我沒有財務證明或是沒有錢也行的意思嗎?
因為本來就有打算有獎學金才要念PHD
而且覺得要跟人借錢來開財務證明也蠻奇怪的(我身邊的人都不太了解出國申請)
請各位版大幫忙解答 謝謝
