[情報] MLB官方X ：可能設立類似NBA鳥權的條款

The biggest issue baseball fans want solved to strengthen the game is fixing the
 payroll disparity that leaves too many fans without hope of their team competin
g for a World Series title. Every other major U.S. sport has tackled this proble
m, and every year more small market teams in those leagues have a chance to win.
 The salary cap and floor proposal levels the playing field, allowing us greater
 flexibility to address longstanding player priorities while sharing baseball re
venue with the players 50/50.

Today, in addition to proposing the largest ever increase in the minimum salary,
 earned by over half of MLB players, we accepted two landmark changes to free ag
ency that have been in place for 50 years. We agreed to both the MLBPA’s propos
al to provide earlier access to free agency, and their proposal to eliminate the
 qualifying offer system, a provision players view as a drag on free agency. We
also proposed to eliminate deferred compensation and to create a new “Cornersto
ne Player” provision similar to the NBA’s “Bird Rights” to give every team a
 fair shot at retaining their fans’ favorite star players.

We will continue working with the MLBPA during the bargaining process to improve
 the game for teams, players and fans.

球迷最希望解決、也是最能強化棒球運動的問題，就是球隊薪資差距過大，導致太多球迷對
自己支持的球隊爭奪世界大賽冠軍不抱希望。

美國其他主要職業運動聯盟都已經著手解決這個問題，而在那些聯盟中，每年都有更多來自
小市場的球隊有機會爭冠。我們提出的薪資上限與薪資下限制度將能縮小球隊間的差距，創
造更公平的競爭環境，同時讓我們有更大的彈性去滿足球員長期關注的訴求，並以 50/50 
的比例與球員分享棒球產業收入。

今天，除了提出史上最大幅度的最低薪資調漲方案（而這項調漲將使超過半數的大聯盟球員
受惠）之外，我們也接受了兩項已存在超過 50 年、關於自由球員制度的重大變革。

我們同意了MLBPA提出的：

讓球員能更早取得自由球員資格。
廢除資格報價制度（QO），因為球員認為這項制度阻礙了自由球員市場的運作。

此外，我們也提議：

取消延遲支付薪資制度。
建立全新的「基石球員條款（Cornerstone Player Provision）」，類似 NBA 的「Bird Ri
ghts（柏德條款）」，讓所有球隊都有更公平的機會留住球迷最喜愛的明星球員。

我們將在勞資協商過程中持續與 MLBPA 合作，共同改善這項運動，讓球隊、球員與球迷都
能受益。

Ultimately the game is about hope and competition and too many fans in too many
markets have too little hope their team has a fair chance to win. Fans overwhelm
ingly support a salary cap and floor like in the other leagues because they don'
t believe a $446 million spending gap from top to bottom is a fair fight.

Our proposal levels the playing field while sharing baseball revenue with the pl
ayers 50/50 as we grow the game together. Further, revenue from all local media
will be centralized and shared equally, which will allow MLB to address local ma
rket blackouts.

nue improving the game for the fans

最終而言，這項運動的核心在於希望與競爭。然而，太多市場中的球迷認為，他們支持的球
隊幾乎沒有公平爭冠的機會。

球迷壓倒性地支持像其他職業聯盟那樣設立薪資上下限，因為他們不認為從支出最高球隊到
最低球隊之間高達 4.46 億美元的差距，能稱得上是一場公平的競爭。

我們的提案將能夠縮小球隊間的差距、創造更公平的競爭環境，同時讓球員與球團以 50/50
 的比例分享棒球產業收入，在共同推動這項運動成長的同時一起受益。

此外，所有地方媒體的收入都將被集中管理並平均分配，這將使 MLB 能夠解決長期存在的 
地方轉播封鎖問題。

我們期待在勞資協商過程中，與MLBPA持續合作，進一步改善這項運動，讓球迷獲得更好的
觀賽體驗。
