According to MLB’s proposal, which the Chronicle has seen, “any selected pla
ye
r who fails to satisfy the mandatory participation requirement without an appr
ov
ed exemption … shall automatically be placed on the Restricted List (without
pa
y or service) effective July 10, 2028 (for any selected player not elected or
se
lected to participate 2028 MLB All-Star Game) and July 12, 2028 (for any selec
te
d player who participates in the 2028 MLB All-Star Game) and shall remain on t
he
 Restricted List through (and including) August 3, 2028.”

根據《舊金山紀事報》取得的MLB提案內容：「任何入選球員若未獲核准豁免，且未履行
強
制參賽義務……將自動被列入限制名單（不支薪、不累積年資）,未入選或未參加2028年
明
星賽的球員，自2028年7月10日起生效；參加2028年明星賽的球員，則自7月12日起生效，
並
將一直留在限制名單上直到2028年8月3日（含當日）。」


The proposal also stipulates that clubs, owners, agents and executives may not
 d
iscourage players from participating – something that certainly has been know
n
to happen with both the World Baseball Classic and the All-Star Game, particul
ar
ly when it comes to starting pitchers.

提案也規定，各球團、老闆、經紀人及球隊高層不得勸阻球員參加奧運，事實上過去在世
界
棒球經典賽（WBC）及明星賽中，這種情況確實時有所聞，尤其是涉及先發投手時更是如
此
。



Players with injuries will receive heightened scrutiny, according to MLB’s pr
op
osal, and any player, club or club representative “who attempts to circumvent
 t
he intent of the mandatory participation requirement — by, for example, reque
st
ing to place an affiliated player on an Injured List, or manipulating the timi
ng
 of a requested Injured List placement, for the purpose of exempting an affili
at
ed player from mandatory participation in the 2028 Olympics—shall be subject
to
 discipline by the Commissioner or the Commissioner’s designee, subject to th
e
Association’s and/or the affiliated player’s right to appeal.”

根據MLB提案，因傷申請豁免的球員將接受更嚴格的審查，任何球員、球團或球團代表若
試
圖規避強制參賽規定，例如要求將球員列入傷兵名單，或刻意操控傷兵名單登錄時間，以
使
球員免於參加2028年奧運，都將受到主席或其指定人員的懲處，不過球員工會及相關球員
仍
保有提出申訴的權利



The proposal requires any player granted an injury exemption to remain on the
IL
 until Aug. 4 “irrespective of the injured player’s status or readiness to p
la
y.”

提案要求，任何因傷獲准豁免參加奧運的球員，都必須留在傷兵名單至8月4日，無論球員
當
時的傷勢是否痊癒、是否已具備出賽能力



Legitimate injuries, concerns over a player’s health and safety and exception
al
 circumstances such a family health emergency will qualify for exemptions.

真正的傷勢、球員健康與安全疑慮，以及家庭健康緊急狀況等特殊情形，都可作為核准豁
免
參加奧運的理由
