請問誰能解釋全文意思？我和我朋友爭論好久
這裡說的天平視為Revolt  是指會扣分？  還是兩個以上的國家revolt, 有這張卡的人視
為更低不扣分，還有他說marker  is not  moved 是指蓋完之後不再動還是指marker 在
原位不因此牌更動？

推 rpocan: 1.簡單說就是結算事件或其他效果時，有這張建築的人，維
→ rpocan: 穩就視為最低這樣，但不會扣分，當然如果已經是revolt狀態
→ rpocan: 還是會扣
→ rpocan: 2.不會因此牌變動
→ threeforw: 有一張最多工人加兩分，工人要放上去嗎？
→ threeforw: 其他國家一樣在Revolt 但順位比有卡的人高 是吧？
→ rpocan: 一樣都最低
