香港特首林鄭月娥15日在各方壓力之下宣布暫緩修訂《逃犯條例》，但拒絕撤回修法。香
港民間人權陣線（民陣）16日下午舉行大遊行，譴責警方12日暴力血腥鎮壓、要求港府撤
回惡法、林鄭月娥下台。晚間，林鄭月娥透過發言人新聞稿向香港市民「致歉」，但絕口
不提撤回修法。
16日下午的「譴責鎮壓、撤回惡法大遊行」從維多利亞公園（維園）草地出發，路線為維
園至金鐘添美道立法會。數十萬市民穿著黑衫出席，規模甚至可能超越9日的「反送中大
遊行」，市民沿路高呼「撤回惡法、譴責暴力」、「林鄭下台」、「沒有暴動，只有暴政
」等口號。

林鄭月娥晚間發布新聞稿，表示政府明白市民遊行是出於對香港的關心和熱愛。考慮到社
會對修訂《逃犯條例》有強烈歧見，政府已停止立法會大會的修法工作，並重申沒有重啟
程序的時間表。

林鄭月娥承認由於「政府工作上的不足」，令香港社會出現很大的矛盾和紛爭，令很多市
民感到失望和痛心，她為此向市民致歉，並承諾會以最有誠意、最謙卑的態度接受批評，
加以改進。
民陣在大遊行之前向特區政府提出5大訴求：不檢控示威者、取消定性暴動、追究開槍責
任、撤回送中惡法、林鄭月娥下台。不過林鄭月娥顯然完全沒有回應任何一項。

特區政府回應遊行全文
過去兩個星期日，十分多市民透過遊行表達意見，政府明白市民遊行是出於對香港的關心
和熱愛。
對於市民一直以平和、理性方式表達意見，行政長官清楚聽到，並認同這正是香港作為一
個文明、自由、開放、多元的社會，一直展現的互相尊重、和而不同的精神。政府重視和
珍惜香港這些核心價值。
考慮到社會有強烈不同的意見，政府已停止立法會大會對修訂《逃犯條例》的工作，希望
藉此可讓社會盡快回復平靜和避免任何人受到傷害。政府重申並無重啟程序的時間表。
行政長官承認由於政府工作上的不足，令香港社會出現很大的矛盾和紛爭，令很多市民感
到失望和痛心，行政長官為此向市民致歉，並承諾會以最有誠意、最謙卑的態度接受批評
，加以改進，為廣大市民服務。
