[考題] 請教一題國中月考考題

請教大家一下...
在朋友小孩的月考考卷上看到一題文法選擇，我覺得答案怪怪的?
題目：
(  )There __ one cup and three hats on the table.
   (A)is  (B)are

該題學校給的答案是 A
後面有兩類物品不是應該是複數的主詞嗎？
there is/are的句型也是"beV由最靠近它的名詞來決定"的規則嗎？
怎麼好像跟我以前學的不一樣啊?@@
