[文法] 請教英文一題

[pofishpo (fish)]

You should make sure all lights are turned off before __ .

答案A,想請問D為何不行呢？
覺得文法沒錯呀，還是我觀念有問題?

讀到as if的用法，寫到下面那題，
It looks __ it might rain.
(A)like (B)as (C)as if(D)that
答案C，但我覺得A也可以，請問哪裡錯呢？
