[文法] 動物農莊的一個句子的文法

我在Animal farm這本書中讀到一個另我不解的句子

我能讀懂它的意思，但是卻想不出合理的文法來解釋該句的結構

想請各位幫個忙

Chapter V


At last the day came when Snowball's plans were completed.

...(略)

At this[,] Snowball sprang to his feet, and shouting down the sheep, who had

begun bleating again, broke into a passionate appeal in favor of the windmill.

請問這邊為何是"and shouting down"?  已經有and這個連接詞了為何shout仍加ing?

另外broke into前沒有連接詞，卻反而用過去式而沒用分詞(Ving)?
