[求譯] 如何說"不會麻煩到他們動手什麼的"

我想寫的句子是

我想這個文件只是一個形式，如果我們有新點子還是可以到時候現場執行，
只要不會讓行政人員麻煩到，他們不會抱怨

I think the document is just a proforma.

I think staffs wouldn't complain if new plans doesn't labor them.

不知道這樣寫可以嗎？ 我想學把labor當動詞時的用法
