[請益] 一段句子的意思

今天看新聞有一段話看得不是很懂
想請教一下各位厲害的版友
Malaysian officials said they are reaching out to authorities in territories
near Reunion Island to allow experts to conduct more substantive analysis
should more debris surface.

1. reach out to
查網路是的意思是
to show somebody that you are interested in them and/or want to help them
但接上後面的authorities in territories
我不是很懂意思

2. ... should more debris surface
這句完全看不懂 should後面不是該有動詞嗎
還是說有什麼倒裝句我沒看出來

請各位版友幫幫忙
