[請益] 該怎麼看這段句子的結構

Indeed, the European institutions led by Germany seem to have decided
that waging an ideological battle against a recalcitrant and amateurish
far-left government in Greece should take precedence over 60 years of
European consensus built painstakingly by leaders across the political
spectrum.

我有問過外國的朋友這段話的意思, 大意是歐盟各國寧願對抗希臘,
也不願意如之前60年來共識合作

但我還是不理解該怎麼把這一個大的句子分解來看, 因為我自己在看的時候看到
"should take precedence..."後面這一大段就卡住, 不知道這一段是在針對甚麼部分
做補述
