請問我在Live ABC的今年四月份雜誌看到一句話，

We can hardly surf the Web without coming across a picture or a video of a cat.

Why is it that these animals insipre so much interest?

想問第二句的文法句構解析，看得懂中文意思，但有點不懂文法結構，
不是就是說：為什麼這些動物(貓)激發這麼多的興趣？
為何英文不是寫Why do these animals insipre so much interest?

是分裂句的句構嗎？
It is why that these animals insipre so much interest.
又改成問句的句型，才變成原句的嗎？
