各位前輩們大家好.有個問題想請教大家.
前幾天看到這個新聞:
The Justice Department issued a new policy Wednesday that made the
prosecution of Wall Street executives involved in financial fraud a
major priority, all but acknowledging nagging criticism that powerful
corporate figures have escaped criminal charges in favor of giant monetary
penalties.
前半段完全了解,黃色部份就看不懂了.
1.all是指?
2.that後的子句是一直到penalties結束,that後的東西修飾criticism對嗎?
3.那逗號之後就只是個名詞子句all but acknowledging naging critiscism是這樣嗎?
4.後半段若翻譯會怎麼翻呢?
