其中紅色的should不知道是在這句話中扮演什麼角色和意思
若用should開始後面Russia...,不就變成疑問句? 若是倒裝句,會是和哪些字倒裝呢?
我個人覺得好像用of/for/to比較合適 (have grave concerns of/for/to something)
