標題[請益] 一題托福改錯

想請問是否有高手知道這題改錯為何不能用Greatly high
Greatly high production costs, together with serious health and safety
concerns, have reduced the number of nuclear power plants being built
today.
老師講義是建議改成very /considerably high
可是我查Greatly也有"非常"的意思
