[文法] Time的句子疑問

11/2那週的Time magazine
在有關fusion reactor的文章中
有一句是
"Most of them are being built by universities and large corporations and natio
nal governments, with all the blinding speed, sober parsimony and nimble risk
taking that that implies.

想請問一下 sober parsimony的sober應該怎麼翻比較貼切呢？

然後最後一句有兩個that
我的理解是第一個that就像是"I said that...."的那個that(文法名詞我不太懂）
第二個that是指 Most of them.....的這件事
是這樣嗎？
