請問一下，我在看教科書的時候，出現一句：

Designers thus start with the whole problem and preceed to the complete

design in all its necessary parts—all the while keeping in view the concept

of the whole building design.


那個all the while 我實在是看得很刺眼，請問一下這到底是什麼文法，謝謝！
